The challenge
The terminal operator was expanding storage with new API 650 tanks and pipelines while the terminal stayed in operation. It needed an owner's team to manage the EPC contractor and protect cost and schedule.

Our approach
We set up an earned value baseline with the contractor, held monthly progress reviews and ran a strict change management process. Our inspectors followed critical equipment from fabrication to installation.
- S-curves, SPI and CPI reported monthly
- Tank hydrotest and calibration witnessing
- Punch list management to mechanical completion
The outcome
The expansion was completed with the terminal in continuous operation and no lost-time incidents, and final cost stayed within the approved budget.
